Polish girl, flaked in the last minute...

I met this girl on the street. Arranged an instant date and in fact she was gonna have a Skype call with her friend so she came just for 30 min but we ended up chilling nearly 90 min. Her friend called her twice and on the second she was constantly saying YES and smiling. I was like what is that? She was like; "My friend asked me are you with a men? Yes Is he cute? Yes..." I was like sweet she is in. Then I left her it was pretty much on. Then yesterday when a girl flaked on me I texted her;
Me: What u up to this eve Mrs. cute eyes?
Her: Im good, sitting in starbucks, working, drinking, eating and u?
Me: Damn u Im jealous. Im sitting and working as well in the OFFICE lol. Anyway I will be free in a n hour the party time!!
Her: So have a nice party lol !!
Me: I will babe ;) in fact I'm going to a pub this eve. You should join for a drink. It will be grab fun...
Her: Tempting but I have to think about it first haha
Me: U know it will be great so decision is yours....
Her: (2 hours later) so where are you?
Me: Meet me in front of xxx at 8.45
Her: Im busy till 10 pm just asking cause if it will be ok than I can come to meet you
Me: Thats cool I will meet you at 10 pm then
Her: u are crazy
Her: tell me where. gonna go n ill go there? which pub?
Me: We are gonan go to xxx on the riverside
Her: Ok
Me (at 9.45pm) Missy don't rush i will be 10 min late
Her (at 10.05) I can't come, too tired... next time
I called her immediately. OBviously she didn't respond. Then I texted;
Me: Im in front of the place and u are just texting me?? Well i would recommend you to come over...
No response. It was a bit harsh actually. Flaking right at the meeting time, quite disrespectful.. How should I act at this point? Im planning to say;
Me: your lazy ass caused you an awesome party girl, u can't even imagine what u have missed... :)
Do you think it is needy? Should I punish her instead and not text anything?

No man this is not her fault at all she didn't "flake" on you. Here's what happened that you didnt realize:
You told HER you were going to a pub. You implied you were already going and she was welcome to come along as well. Classic David D stuff. She says sure what time and you switch it up and say you'll meet her at 8:45. She says she cant make it you say 10. This is where you first confuse her and she calls you crazy. If youre already going you should not be trying to corner her into a specific time as youre already busy.
She's down for a casual meetup but then realizes she feels like shit and doesnt want to go. This is normal. She never knew it was a "date" she just thought she wasnt joining already made plans
